Council Meeting Highlights for August 20, 2018
- Pastor Phil, made a presentation about the Osoyoos Baptist Church Picker’s Camp. He plans to develop the back property with fence and grass to make it cleaner. They had campers from 43 different countries. Hosted about 300 different campers with a maximum of 200 at any one time. They served 3,284 meals with the highest number being 882 on one night. The porta potties were emptied every day. Pastor Phil asked where would the campers have gone if they did not provide these facilities. Pastor Phil advised that they spent over $13,000 with suppling the services. He is wondering if Council could speak to Provincial Ministers at the UBCM to come up with a solution to house these pickers when they first arrive. Some farmers provided great locations for pickers to sleep and stay but others did not. Some farmers can do better in many respects. The Agricultural community and RDOS need to be involved in the solution. Osoyoos is always the first place on the list for places to come as Osoyoos has the first crops. Not sure what will happen next year. Hotels, motels, and restaurants. There are still people who are working in these industries staying at the church as they don’t have a place to live.
- Council directed staff to move forward with a public hearing for the Foreshore and Lake Zoning Bylaw Update.
- Director MacKay gave a report about Cannabis Retail Sale Policy. This policy is for Site-Specific Rezoning considerations. These conditions would become the foundation for a policy that would guide Council and staff when considering a site specific rezoning proposal. With the policy in place applicants, staff and Council could ensure that all proposals were reviewed by the same set of criteria and conditions. Council directed staff to bring forward the Policy PLA-019 Cannabis Sales Site Specific Rezoning Considerations to a regular open meeting for adoption. Council directed that policy PLA-019 be brought forward to the next regular council meeting. Council directed that Section 3.4 be removed from the policy.
REGULAR OPEN MEETING
- Sonja Simic, Robert L. Conconi Foundation Executive Director gave a presentation to Council. The Robert L. Conconi Foundation was established 15 years ago. The foundation has given over $9 million to various organizations in Health care, social services and education is their focus. They would like to see something good to come from the donation of land. They will be interested in the public consultation and how they might be able to support.
- Council approved the purchase of 143 Neptune Mach 10 water meters from Fred Surridge Ltd to be installed in Irrigation District No. 8 in the amount of $91,043.99 plus tax.
- Council supported the Operational Services Department and True Consulting Ltd application for grant funding in the amount $4,232,385 from the Canada – BC Investing in Canada Infrastructure Program, Green Infrastructure: Environmental Quality Sub-stream for the Rural Water Twinning of Irrigation System No. 9, with the Towns portion coming from borrowing in the amount of $1,538,615.
- Municipal Ticket Information Amendment Bylaw No. 1279.14, 2018 was adopted. This bylaw allows the Town to assess fines for infractions under the Fire Protection and Life Safety Bylaw No. 1333, 2018.
- Zoning Amendment Bylaw No. 1085.106, 2018 was adopted. The purpose of this amendment is to amend the Zoning Bylaw to allow the applicant to have a stand-alone detached caretaker dwelling on the property.
- Zoning Amendment Bylaw No. 1085.107, 2018 was read first and second time. This is a proposed rezoning of Airport lot 1 from M1 – General Industrial – Site Specific (restricted uses) to Comprehensive Development CD-10 (to allow for a mix of restricted general industrial uses with accessory residential). The proposal is to allow for the construction of a 7 unit general industrial building. The intent is to have one residential unit above each of the strata industrial units. A Public Hearing be set for September 4, 2018 at 4:00 PM.
- The Town of Osoyoos is authorized to identify a destination marketing organization to carry out program development and administration. Destination Osoyoos (DO) is identified as the Town’s destination marketing organization and is administered by a Destination Marketing Agreement that ended in 2017. Administration is bringing forward a new 5 year agreement that provides Destination Osoyoos (DO) with the status of the Town’s designated marketing program. Council requested administration provide information on how the funding has been spent by Destination Osoyoos (DO) prior to a decision being made.
- Council awarded the contract for Highway No. 3 Storm Interceptor – 85th to 89th Street to H & M Excavating Ltd for $1,069,923.75 (Contingency and Taxes included).
- Council directed staff to proceed with the application for a Nominal Rent Tenure for un-surveyed Crown Lands referred to as LAR 75. The purpose of this is to secure un-surveyed land for future reclaimed water irrigation. This is one of the few areas of un-surveyed crown land in the vicinity of the Osoyoos Sanitary Landfill.
- Council approved the lease agreement with the Osoyoos Portuguese Canadian Cultural Society to lease Lot 991, DL 2450s, Plan 21072, SDYD for a five year term and the Town’s signing authorities were authorized to sign the agreement.
- Council renews the lease with Mrs. D’s Playschool for an additional two year term with a CPI increase each year and the Town’s signatories were authorized to sign the agreement.
- Council directed staff to apply for a grant from the Federation of Canadian Municipalities’ Municipal Asset Management Program for Gravity Main CCTV Condition Inspection – Phase 1. This program offers grant funding as well as training and capacity-building activities to increase skills within municipalities to sustainably maintain their asset management programs now and in the future. The Town of Osoyoos commits to conducting the following activities in its proposed project submitted to the Federation of Canadian Municipalities’ Municipal Asset Management Program to advance our asset management program – Condition assessment reports for 5.1 km of gravity storm and sewer main, including video, photos and relational database of information. Professional recommendation on tasks moving forward, including needs for future inspection, estimated timeline for asset renewal / replacement and record evaluation methodology. The Town of Osoyoos commits $22,000.00 from its budget toward the costs of this initiative. True Consulting Ltd. will be preparing and submitting this grant application for Operational Services Department.
- Councillor Youngberg advised that Desert Park hired a caretaker and they have held barnyard dances in Barn C.
- Councillor Youngberg advised that the Friends of the Library raised $1,600 over the weekend for the local library.
- Councillor Campol attended a meeting with Ministry of Environment.
- Councillor Campol attended an Airport Steering Committee meeting.
- Councillor Campol suggests trying to keep pets/animals inside until smoke clears.
- Councillor Campol thanked the fire department and volunteers for the car wash fundraiser.
- Councillor Rhodes acknowledged Alan Bleiken for his work on music in community. He was one of the three amigos who started music in the park.
- Councillor King thanked music committee for the Friday night music in the park.
- Councillor King met with Ministry of Environment.
- Mayor McKortoff thanked Clint who put on two street dances.
- Mayor McKortoff attended the Roots and Fruits Parade in Oliver.
