COMMITTEE OF THE WHOLE MEETING
Business
- Gina MacKay, Director of Planning and Development Services, and Daylin Mantyka and Brittany Tuttle from Urban Systems presented an Official Community Plan Review update, as well as an updated draft vision statement for the Official Community Plan, to Council. The vision statement will be brought back to Council in the new year for review and discussion.
- Jared Brounstein, Director of Operational Services, presented two options to fulfill the Town’s requirements to Recycle BC’s State of Work for curbside collection and the July 1, 2020 end date for single use blue and clear plastic bags for recyclables. In June 2020 reusable containers must be distributed to residents, so the type of container and the deployment method needs to be determined. The options presented to Council were Town supplied recycling bins and Contractor supplied recycling bins.
REGULAR OPEN MEETING
Water Matters
- Water District Rates and Regulations Bylaw No. 1357, 2019 was adopted. This bylaw establishes rates and regulations for the Osoyoos Water District.
Bylaws
- Water Rates and Regulations Bylaw No. 1355, 2019 was adopted. This bylaw establishes the rates and regulations under which water may be supplied and used within the boundaries of the Town of Osoyoos.
- Sewer Connection and Regulation Bylaw No. 1356, 2019 was adopted. This bylaw establishes Sewer System Connection Rules and Regulations for the municipal sewer distribution system.
- Sewer Fees Bylaw No. 1358, 2019 was adopted. This bylaw establishes the rates and fees for sewer services in the Town and to a portion of the Regional District of Okanagan Similkameen Electoral Area “A”.
- Fire Protection and Life Safety Amendment Bylaw No. 1331.01, 2019 was read for a first, second, and third time. If adopted this amendment will remove Structural Fire Suppression from the Osoyoos Fire Department’s level of service to bring the bylaw into alignment with Council’s declared level of Fire Service.
Business
- Council withheld appointments to the Waterfront Steering Committee until such time as further planning takes place for the waterfront areas which require consideration by the committee.
Reports
- Councillor Harvey attended the Special Open Water/Sewer Budget Meeting.
- Councillor Harvey attended the Town Christmas party.
- Councillor Rhodes wished the best of the season to everyone and all the best in the New Year.
- Councillor King attended the Safety and Crime Prevention meeting in Oliver.
- Councillor Bennett attended a Biking/Cycling Trails meeting, a group which is trying to coordinate trails throughout the Okanagan Valley and into the United States.
- Mayor McKortoff recognized staff for their long-time service and congratulated Michael Douglas, who has worked for the Town for 25 years.
- Mayor McKortoff encouraged everyone to tour around the community and view the different Christmas lights that are on display.
- Mayor McKortoff wished everyone, on behalf of Council, a Merry Christmas and a happy and healthy New Year.
PUBLIC HEARING
- A Public Hearing was held in the Council Chambers on December 16, 2019 at 4:00 pm for Zoning Amendment Bylaw No. 1085.126, 2019. If adopted this amendment would allow for a site specific retail cannabis store to be located at 9150 Main Street (Lakeview Plaza).
Copies of reports are available within the Council Agenda packages located on the Town’s website www.osoyoos.ca.
The public is encouraged to attend the Committee of the Whole meetings which take place in Council Chambers at 9:00 am on the morning of the Regular Open Council meetings at 2:00 pm to learn additional in-depth information regarding upcoming business.
