COMMITTEE OF THE WHOLE
Delegations
- Cameron Baughen, RDOS, Solid Waste Management Plan Coordinator, gave a presentation on the composting proposal for the RDOS areas including the Town of Osoyoos.
Business
- South Okanagan Transit Report was presented for information only on the regionalization of the transit service and the amalgamation of rider’s guide and fare structure. The proposed implementation date for the regional rider’s guide is July 1, 2017
PARCEL TAX ROLL REVIEW PANEL
- The Parcel Tax Roll Review Panel met –There were no complaints received and the parcel tax rolls were authenticated and signed by Council.

Delegations
- Community Service Grants were awarded for 2017 to Osoyoos Festival Society, Osoyoos Elks Senior Citizens Society (Golden Villa), Osoyoos Ambassador Committee (Osoyoos Royalty Committee), High School Bursaries, Canada Day Fireworks, Osoyoos Elks Lodge #436, International Curling Club Society, Royal Canadian Legion, Osoyoos Lake Water Quality, Desert Valley Hospice Society, Osoyoos Traditional Archery School, Osoyoos Gift Cupboard, Osoyoos Pickleball Club, Desert Sun Counselling & Resource Centre, Osoyoos Lawn Bowling, Lake Osoyoos Sailing Club, and Osoyoos Child Care. Cheques have already been presented to South Okanagan Minor Hockey Association and Brody McLean.
WATER MATTERS
- Water District Rates and Regulations Amendment Bylaw No. 1241.10,2017 was read a first, second and third time. The Town of Osoyoos operates their rural water system under the Water District Rates and Regulations Bylaw 1241. Each year the Town’s bylaws are reviewed and when changes are required they are brought forward as an amending bylaw to update the content and/or the fees and charges.
Bylaws
- Water District Rates and Regulations Amendment Bylaw No. 1242.09, 2017 was read for a first, second and third time. The Town of Osoyoos operates their Town water system under the Water Rates and Regulations Bylaw 1242. Each year the Town’s bylaws are reviewed and when changes are required they are brought forward as an amending bylaw to update the content and/or the fees and charges.
- Sewer Rates and Regulations Amendment Bylaw No. 1065.18, 2017 was read for a first, second and third time. The Town of Osoyoos operates their sewer system under the Town’s Sewer Rates and Regulations Bylaw 1065. Each year the Town’s bylaws are reviewed and when changes are required they are brought forward as an amending bylaw to update the content and/or the fees and charges.
- 2017 Osoyoos Tax Rates Bylaw No. 1330, 2017 was read for a first, second and third time. This bylaw updates the tax rates for 2017, with the due date being July 4th, 2017.
- 5 Year Financial Plan Bylaw No. 1329, 2017 was read for a first, second and third time. Section 165 of the Community Charter requires municipalities to prepare a Financial Plan for a period of five years, which is adopted annually by bylaw. The Charter also requires council to undertake a process of public consultation regarding the proposed financial plan before it is adopted. The Public can make representation at the May 15, 2017 regular open meeting (see notices on the Town’s website).
- Housing Agreement Bylaw No. 1328.01, 2017 was read for a first, second and third time. The Town is in process of selling five serviced lots in our Richter subdivision to Hart Buckendahl of Ellcar construction, including two for affordable housing. A Council-approved Housing Agreement has to be appended to our Contract of Purchase and Sale with Mr. Buckendahl’s numbered company 1068612 BC Ltd. The purpose of the Agreement is to apply Council Policy PLA-017, Near-Market Affordable Housing (NMAH) Program Guidelines to the two affordable units.
Business
- Council awarded the contract to purchase a new 2 Ton Multi-Purpose Truck to Drive Products for $101,245 (plus taxes).
- Automated External Defibrillators Policy-(AED) Policy ADM-012 was approved and Council approved the Agreement with the Heart and Stroke Foundation.

- Councillor Youngberg toured Suncor Energy plant at Fort McMurray (through SILGA conference)
- Councillor Campol attended the SILGA conference at Sun Peaks.
- Councillor King attended the RDOS Open House on Solid Waste Management. Please fill in questionnaire on RDOS website.
- Mayor McKortoff med with Minister of Health - Terry Lake, and the representatives from Interior Health.
- Mayor McKortoff Honoured Bob Frost, former Mayor who passed away last week.
- Mayor McKortoff Congratulated Osoyoos Times for 5 National Canadian Community Awards.
- Mayor McKortoff attended SOAP Production “Since you Left Us”.
- Mayor McKortoff advised that Citizens on Patrol is needing a coordinator. If anyone is interested please contact the local RCMP Detachment.
