In 2007, a study was conducted of Town facilities. It was determined at that time that consideration should be given to relocating the fire department to a more suitable site where a new fire hall could be constructed to meet the growing needs of the Town of Osoyoos, Osoyoos Rural Protection District and the Osoyoos Indian Band.

KMBR Architects Planners Inc. was commissioned by the Town of Osoyoos to produce a Pre-Design and Needs Assessment Study for a new fire hall for the Osoyoos Volunteer Fire Department. The purpose of this study was to define the scope, schedule and budget for a reconstruction project to replace the existing and aging fire hall.
COSTS
The cost of the New Fire Hall construction is $6,619,800, which includes a 10% contingency allowance, with funding coming from the Osoyoos Rural Fire Protection District $250,000 and UBCM Gas Tax Grant $407,143 and the balance of $5,962,657 through long term borrowing. The debt payments will be shared between the Town of Osoyoos, Osoyoos Rural Fire Protection District and Osoyoos Indian Band.
The proposed site for the new fire hall is located on 74th Avenue near the intersection with Highway 97.

COUNCIL RESOLUTIONS
At the October 21, 2013 regular open meeting, Council made the following motion:

MOTION IC 49/13 Moved by Councillor Ryan and seconded by Councillor McKortoff and resolved that Council confirms that voter assent on construction of the fire hall building be sought through a referendum process to be scheduled for 2014, following the May long weekend and no later than June 30th.”

Fire Hall Final Design
MOTION 255/14 Moved by Councillor Rhodes and seconded by Councillor Ryan and resolved that Council endorses the Fire Hall Final Design as the basis for a borrowing bylaw and providing public information.
Osoyoos Indian Band Fire Hall Agreement
MOTION 256/14 Moved by Councillor McKortoff and seconded by Councillor Plante and resolved that Council approve the Fire Hall Contribution Agreement with the Osoyoos Indian Band and directs the Town’s signatories to sign the agreement on behalf of the Town.
Osoyoos Fire Hall Construction Loan Authorization Bylaw No. 1306, 2014
MOTION 257/14 Moved by Councillor Rhodes and seconded by Councillor McKortoff and resolved that Osoyoos Fire Hall Construction Loan Authorization Bylaw No. 1306, 2014 be read a first, second and third time and that it be forwarded to the Inspector of Municipalities for approval.
Osoyoos Fire Hall Elector Assent
MOTION 258/14 Moved by Councillor Rhodes and seconded by Councillor Plante and resolved that Council rescind Motion IC/49/13 and that staff action the Alternative Approval Process for public assent of the fire hall borrowing once the provincial review of the borrowing bylaw has been completed.
Public information sessions and updates will be held to ensure that the public is able to make an informed decision on the borrowing bylaw.
