NRFP 2018 Main Lift Station Deadline December 18

The Town of Osoyoos (Owner) invites Proposals, through this Negotiated Request for Proposal (NRFP), from Proponents for the Main Lift Station Project.  These proposals will be received at the Town of Osoyoos Office, 8707 Main Street, Osoyoos, B.C. V0H 1V0 up to 2:00 p.m. local time, Tuesday, December 18, 2018.  Preferred Proponent selection and commencement of any negotiations leading to a completed agreement is scheduled for January 8, 2019.  Preferred date of Project construction commencement is March 1, 2019.
 
The Proponent is to include the following work that represents a base Proposal: 

  • Supply and Installation of 2 FRP Liftstations
  • 4 – 25hp sewage pumps
  • 4 – 125hp vertical turbine pumps
  • 2 – Rotating Drums Screens c/w Wash Compactors
  • 3,500 cfm Odour Treatment System
  • Complete building mechanical
  • Coordination with Electrical Contractor
  • 35m³ Working Volume Cast-in-Place Clearwell
  • 350m² paved parking area
  • 175m² Concrete walkway and driveway
  • 260m² Precast Concrete Building with cast-in-place foundation

The Owner has completed the detailed design of the Main Lift Station to 90%. For the purposes of this NRFP, the design drawings and Schedule of Quantities have been prepared and included based on the 85% design. The detailed design and schedule of quantities will be finalized and completed during negotiation process.

In addition to responding to the base Proposal, the Proponent is invited to propose any innovations that the Proponent believes will reduce the cost of the Project, improve the constructability of the Project, or improve the performance of the facility. The intent is for the Proponent to use their knowledge of construction practices to improve the overall Project by shortening the construction time frame and reducing the overall Project cost.
 
There will be one pre-Proposal meeting. This will be the only time that Owner representatives will be available to meet with prospective Proponents to answer questions. The meeting will begin at the Town of Osoyoos Public Works offices, followed by a site visit. This is a non-mandatory pre-Proposal meeting scheduled for December 4, 2018 at 1:00 pm at Town Hall.
