Public Notice - Alternative Approval Process for New Fire Hall
Pursuant to the Community Charter, the Council of the Town of Osoyoos is proposing to seek the assent of the electors in the Town of Osoyoos by means of Alternative Approval Process. The question before the electors is whether they are opposed to the borrowing of $5,962,657 for construction of a new Fire Hall at 74th Avenue on Lot 1, Plan KAP 92266, P.I.D. 028-632-109 for a 30 year period.
The total cost of the New Fire Hall is $7,978,575, the construction portion is $6,619,800, which includes a 10% contingency allowance, with funding coming from the Osoyoos Rural Fire Protection District $250,000 and UBCM Gas Tax Grant $407,143 and the balance of $5,962,657 through long term borrowing. The debt payments will be shared between the Town of Osoyoos, Osoyoos Rural Fire Protection District and Osoyoos Indian Band.
Estimated cost to average single family resident:
- Estimated mill rate 0.2748 (class 1 residential)
- Average single family residence assessed value for improvements $170,320
- Increase of $46.80 per average single family residence in taxes in the Town of Osoyoos.
INSTRUCTIONS
- If you are opposed to Loan Authorization Bylaw 1306, 2014 you can sign an Elector Response form.
- Elector Response forms are available at the Town office at 8707 Main Street, Osoyoos, B.C., V0H 1V0.
- A person who receives an Elector Response form shall only make accurate copies of the form.
- Each Elector Response form or accurate copy of an Elector Response form may be signed by one or more electors.
- To sign an Elector Response form an elector must meet the following criteria:
Resident electors must:
- be 18 years of age or older;
- be a Canadian citizen;
- be a resident of British Columbia, for at least 6 months;
- be a resident of the Town of Osoyoos for at least 30 days; and
- not be disqualified by any Provincial enactment, or otherwise disqualified by law, from voting in an election.
Non-resident property electors must:
- not be entitled as a resident elector of the Town of Osoyoos;
- be 18 years of age or older;
- be a Canadian citizen;
- be a resident of British Columbia, for at least 6 months;
- be a registered owner of real property in the jurisdiction for at least 30 days;
- not be disqualified by any Provincial enactment or otherwise disqualified by law, from voting in an election; and
- only register as a non-resident property elector in relation to one parcel of real property in a jurisdiction.
All alternative approval process elector response forms must be received by the Corporate Officer, 8707 Main Street, Box 3010, Osoyoos, B.C., V0H 1V0 on or before 4:30pm on October 3, 2014 to be considered.
The number of electors (click here) of the Town of Osoyoos is estimated to be 4,740. If 10% (474) of the estimated number of electors of the Town of Osoyoos sign an Alternative Approval Process Elector Response Form opposing the noted transactions, Town Council will not be able to proceed without then receiving the assent of the electors by referendum.
