RFP - Aerated Lagoon #3 Sludge Removal Deadline November 7, 2016
The Town of Osoyoos (the Town) is seeking to obtain Proposals to remove the sludge from an Aerated Lagoon at its wastewater treatment facility and to de-water the removed sludge for future disposal. In 2010, the Town of Osoyoos contracted the removal of sludge from Aerated Cell No. 2. The contractor pumped sludge from Cell No. 2 through an above ground piping system to geotextile tubes located on Lot 1003 Plan 31187 (please refer to drawing 302-1145). The desludging operation was completed in early March 2010 with the result that there was no impact on the Osoyoos Golf and Country Club. After about two years, the sludge in the geotextile tubes had sufficiently dewatered for trucking to the Town landfill for final disposal.
This request for proposal document assumes that desludging of Cell No. 3 will be undertaken in the same manner as Cell No. 2 using geotextile tubes. The Town will however consider proposals using alternate technologies or methods to geotextile tubes.
In general terms, the work will consist of the following:
- Mobilization to site and demobilization following desludging operations.
- Supply, installation and monitoring of pumping equipment to pump the liquid component of Aerated Cell No. 3 to effluent storage.
- Supply and install all pumping/mixing apparatus, equipment and piping as required to desludge the municipal wastewater lagoon and to convey the material to the designated geotextile tube laydown area.
- Supply and installation of geotextile tubes or other dewatering technology to dewater sludge removed from Aerated Lagoon No. 3.
- Removal of approximately 8,600m3 of sludge (containing approximately 11% solids) from Aerated Lagoon No. 3.
- Identification of space requirements for dewatered sludge storage (if geotextile tubes are not proposed).
- Supply of all chemical conditioning (polymer) materials, mixing and dosing systems necessary to complete the works.
The Request for Proposal also requests information on comparable previously completed projects, proposed schedule, personnel, and technical data for the proposed dewatering process. This information is intended to enable the Town to select the desludging and dewatering proposal that provides best value to the Town.
